Mr. Sudhaker Shukla
Former Whole Time Member, Insolvency and Bankruptcy Board of India (IBBI)
Mr. Sudhaker Shukla is a distinguished economist and regulatory leader, and a former Whole‑Time Member of the Insolvency and Bankruptcy Board of India (IBBI), where he served from 14 November 2019 to 23 September 2024. During his tenure at the IBBI, Mr. Shukla oversaw key functions within the regulator’s Research and Regulation Wing, including corporate insolvency, corporate and voluntary liquidation, individual insolvency and bankruptcy, research and publications, data management and dissemination, and advocacy. He also managed initiatives relating to human resources, national and graduate insolvency programmes, continuing professional education, and knowledge management and partnerships.
Mr. Shukla’s career spans over three decades in the Indian Economic Service, where he served in various capacities across central government ministries and departments. Prior to his appointment at the IBBI, his last government role was as Chief Economic Adviser in the Ministry of Rural Development. He also held the position of Adviser at the African Development Bank in Tunis, representing a constituency that included India, Denmark, Sweden, Norway and Finland. His experience in the Ministry of Finance covered matters related to the World Trade Organization (WTO), international trade, African Development Bank operations, and major World Bank‑supported infrastructure projects.
Mr. Shukla holds postgraduate degrees in Economics and Public Administration and an M.Phil. from Jawaharlal Nehru University. He further specialised in Public Economic Management at the University of Birmingham, where he was awarded the Order of Merit from the Birmingham Chamber of Commerce for topping his class.
In his role at the IBBI, Mr. Shukla was instrumental in steering regulatory work on evolving aspects of India’s insolvency framework and contributed to discussions on enhancing the effectiveness of the Insolvency and Bankruptcy Code, 2016. Under his oversight, the regulator pursued research‑based policy interventions and engaged with stakeholders to strengthen the insolvency ecosystem.
Beyond IBBI, Mr. Shukla has been an active voice in industry and academic forums, frequently addressing key developments in insolvency law and economic regulation, and emphasising the importance of robust frameworks for financial discipline and creditor‑debtor relationships.
