Mr. Sandip Garg
Whole Time Member, Insolvency and Bankruptcy Board of India (IBBI)
Mr. Sandip Garg is a Whole Time Member of the Insolvency and Bankruptcy Board of India (IBBI), having taken charge in October 2023. He plays a key role in steering India’s insolvency regulatory framework, contributing to policy formulation, regulatory oversight and implementation of the Insolvency and Bankruptcy Code, 2016.
Mr. Garg brings a multi‑disciplinary academic background, with a B.Sc. in Civil Engineering from Aligarh Muslim University, a PGD in Industrial Engineering and Management from the Indian Institute of Management, Mumbai, an LL.B. from the University of Delhi, a Chartered Financial Analyst qualification from ICFAI, Hyderabad, and professional training in Taxation and allied laws from the National Academy of Direct Taxes (NADT), Nagpur. He has been recognised for academic excellence with a gold medal in engineering and the Finance Minister’s gold medal for being the best probationer at NADT.
Before his appointment as Whole Time Member, Mr. Garg served in the Indian Revenue Service (IRS) for over 31 years, holding senior leadership positions including Principal Commissioner of Income Tax and Commissioner of Income Tax across major centres such as Delhi, Mumbai and Pune. His IRS tenure spanned assessment, investigation, international taxation, transfer pricing, judicial, audit, systems, administration and policy‑making functions. Prior to the IRS, he began his career in the Indian Railways Service of Engineers.
At IBBI, Mr. Garg has been instrumental in strengthening the insolvency and bankruptcy regime through regulatory and technological initiatives, including policy interventions, framing regulations and overseeing major portfolios such as corporate insolvency, corporate liquidation, individual insolvency, individual bankruptcy and data dissemination. He also contributed to the development of the integrated information technology platform for the IBC ecosystem and participated in expert committees on resolution frameworks.
In his current role, Mr. Garg represents IBBI at key stakeholder events and industry platforms, and actively engages in workshops, capacity‑building programmes and discussions focused on enhancing insolvency resolution practices, cross‑border insolvency, and improving the effectiveness of insolvency proceedings in India.
