Rob Downey is a Senior Manager in the Bank of England’s Resolution Directorate, where he leads the Continuity & Restructuring policy team and the cross‑directorate Projects Hub. His work focuses on resolvability policy and practical execution readiness - particularly restructuring, continuity and valuations - supporting the Bank’s mandate to deliver orderly resolution of firms without recourse to public funds.

Before joining the Bank, Rob was a Restructuring Director at EY in the UK and India, advising on complex, cross‑border situations and supporting market and policy development following the introduction of India’s Insolvency and Bankruptcy Code.
