Ms. Deepti Gaur Mukerjee

Ms. Deepti Gaur Mukerjee is the Secretary, Ministry of Corporate Affairs (MCA), Government of India, and is one of India’s most senior civil servants in the field of corporate regulation, insolvency, and financial governance. She heads the Ministry responsible for administering the Companies Act, the Insolvency and Bankruptcy Code, 2016, and the Limited Liability Partnership Act, and plays a central role in shaping India’s corporate and insolvency law framework.

In her capacity as Secretary, MCA, Ms. Mukerjee oversees policy formulation, legislative development, and institutional oversight of key regulatory bodies including the Insolvency and Bankruptcy Board of India (IBBI), the Serious Fraud Investigation Office (SFIO), and the National Company Law Tribunal (NCLT) system. She is closely involved in the continuous evolution of India’s insolvency regime, corporate governance reforms, ease-of-doing-business initiatives, and enforcement architecture for corporate law and financial discipline.

Ms. Mukerjee is an Indian Administrative Service (IAS) officer of the 1989 batch (Madhya Pradesh cadre) and brings over three decades of experience in public administration, economic governance, and institutional reform. Prior to assuming charge as Secretary, MCA, she held several key positions in the Government of India, including Special Secretary in the Ministry of Finance (Department of Financial Services), where she worked on banking sector reforms, financial inclusion, and financial stability. She has also served as Joint Secretary in the Ministry of Corporate Affairs, giving her deep, long-standing engagement with corporate law and insolvency policy.

Over her career, Ms. Mukerjee has worked extensively on financial sector regulation, public finance, and governance reforms, and has played an important role in strengthening India’s legal and institutional framework for corporate resolution, creditor protection, and market confidence. She has represented India in multiple national and international forums on corporate governance, insolvency and financial regulation, and regularly engages with global institutions, regulators, and industry bodies on best practices in corporate and insolvency law.

Ms. Mukerjee holds a strong academic background in economics and public policy and is widely regarded for her expertise in corporate law administration, insolvency policy, and regulatory institution-building. As Secretary, MCA, she continues to lead India’s efforts to create a robust, transparent, and efficient corporate and insolvency ecosystem aligned with global standards.
