Dr. Bhushan Kumar Sinha

Dr. Bhushan Kumar Sinha is a senior officer of the Government of India with over three decades of experience in economic policy, financial sector regulation, and public financial management. He joined the Indian Economic Service (IES) in 1993 during the early phase of India’s economic reforms and has since served in several key positions, primarily in the Ministry of Finance.
Dr. Sinha has handled major portfolios covering banking and finance, capital markets, external debt, and asset management and strategic disinvestment. In these roles, he played a central role in driving policy and operational reforms in India’s financial system, ensuring prudent management of the country’s external debt, strengthening regulation and development of equity and debt markets, and overseeing listing and divestment of government-owned enterprises. His work has consistently reflected a whole-of-government approach, balancing financial prudence with strong regulatory oversight.
As Joint Secretary and later Senior Economic Adviser in the Department of Financial Services, Ministry of Finance, Dr. Sinha led several landmark initiatives in the banking sector. These included the implementation of the Pradhan Mantri Jan Dhan Yojana (PMJDY), reforms to promote responsible lending and better governance, and the expansion of fintech and digital public infrastructure such as the JAM (Jan Dhan–Aadhaar–Mobile) trinity and the Account Aggregator framework. He also contributed significantly to the establishment of the National Bank for Financing Infrastructure Development (NaBFID) to address India’s infrastructure financing needs.
Dr. Sinha has served as the Government of India’s Nominee Director on the boards of several banks and financial institutions and has also worked in the MSME sector as Joint Development Commissioner. He holds an MBA from the Australian National University, an LLB, and a Doctorate in Financial Economics from the University of Delhi.
